Best is not to answer, but if you do, just say they will be hearing from the FCC as you have their number and are going to report them. Then hang up. This has worked for me almost all the time except once and when they did call again, I did report them to the FCC and received confirmation that action was being taken against them. I received these calls on my cell which costs me money every time I make or get a call so I'm not shy about reporting these cretins to the FCC.
