The National Do-Not-Call Registry (DNCR) is enough - once you sign up, the cold-calls should stop. This phone number is cold-calling in disregard to the DNCR, then transferring the leads to another entity, which then calls you and transfers you to an actual insurance company, mortgage broker, credit company, etc. (the “Lead Receiver”). Yes, it is complicated, but that is how they are skirting the DNCR, and, unfortunately the folks at the DNCR don’t have enough resources to prosecute these folks.
That said, it is basically up to us to fix the problem by making the business model of the illegal phoners impossible to maintain. What I like to do is engage them and play along until I get to the “Lead Receiver”, give them bogus info, ask lots of questions, generally waste their time, then let them know that I don't appreciate their use of a law-breaking, third-party, hard-to-trace upstream entity to generate sales leads. Then I file a BBB claim against the “Lead Receiver” ("Unethical Sales Practices" – using a law-breaking partner to generate sales leads…). The DNCR, FTC and FCC are underfunded and have no regulatory teeth, and your Congress-people are too busy fighting themselves to actually solve social ills. We, however, can fix it, and have some fun in the bargain...GO PUNKERS!
