If you are receiving a call from this number, you should answer it at least once to see what newspaper they are trying to sell you. I received a number of calls from this number trying to sell me a subscription to the Toronto Star. I emailed the Toronto Star asking them to remove my phone number from their call lists at:

VPConsumerMarketing@thestar.ca
circmail@thestar.ca

and received a prompt response the next day:

Dear Mr. X

Please accept our apologies for the inconveniences this has caused you. Your telephone number has been added to the Toronto Star's DO NOT CALL list and the number communicated to all our call centers.
Thank you for bringing this to our attention.

Going this route may be more effective then actually trying to contact the telemarketer himself.
