They claim to be a part of The PHP Company (Zend Framework). Zend's website doesn't say anything about the PA location that the area code matches up with, so I'm not sure if it is real or not. I couldn't really understand the caller too well, it was broken English. I am a PHP developer, but I don't recall ever giving them my number or anything.
