I had a very informed friend who works for the local tel in Nevada track it down. It's just one of those "give us your money and we'll do nothing for you" government scams run by the old ACORN people. The reason they exist is that they are condoned by the government and can't be touched. These calls will only get worse under financial regulation when even your neighbor will have all your financial information at their fingertips.
