This is from a malicious caller, who will run up your toll free bill relentlessly. They call from a different number each time, to prevent your phone company from blocking them. They hang up as soon as you answer and do not pick up if you call back. This last call came at night, waking me from a sound sleep. AT&T's subsidiary Southwest Bell appears to be providing phone service to these people, although it has been repeatedly told what they are doing and asked to cancel the account. All this conduct appears violate federal law. The FCC has opened a case, but will not take action until more victims complain. You can file a complaint through their web site.
