The guys at the shelter are wonderful bird lovers, I have given them many parrots over the years and respect what the guys do.
Before listening to the other comment, think why this idiot is doing this, im guessing the guys didn't approve him for a parrot. they are very picky who gets to rehome a parrot from them.
