That is sufficient - they just need a commitment from you that you intend to pay. Either say you feel uncomfortable giving him info, don't have your cards with you at the moment, need to check with someone, etc... It is okay to refuse to pay him then and there. Instead, go through Bell's usual payment channels. If he calls back x days later because he still has outdated info, just say it's been paid, your info is out of date, he will note that and they will stop calling (assuming it's true).
P.P.S. yes, he did have a thick foreign accent such that it was hard to understand some words in his message. Does little to enhance the appearance of legitimacy of such communications.
