There are laws against fraud, abuse of animals, misrepresentation of goods & services, etc. These are criminal offenses.
There are also tort offenses (fraud, infliction of emotional distress, etc) and breach of contract, which means she can be civilly sued.
Finally, I am sure the IRS and welfare department would be interested in the unreported income she is receiving, which would subject the defendant to federal criminal punishment.
