called about lowering my interest rate on my cr card...I asked what card was he talking about ...he named Capital One, Bank of Am., I then asked that he take my name off his calling list and he hung up. tinny sounding background and male caller had a foreign accent not easy to understand. I called back for the fun of it - mailbox was full and no way to leave a message.
