I just got the same call on 2015-03-12. Do not return this scammers call/voicemail.

"This message is for 'you'". Note may NOT know your name to begin with unless you tell it to them. I returned the call and the SAME VOICE answers as Richard Lewis. He asked if I was at my (house number address) which clicked that it was a scam because I haven't lived there for a while. The IRS already knows my new address. At one point he actually said "The IRS people wants to f@*k your wife" using the real expletive and bad grammar. I hung up.
