I saw her today too, with a shih tzu. He looked miserable. She had him on a short leash, yelling at him to not move from her side as she stood outside the gas station. I kindly asked her if she needed a ride to wherever she was headed, and she made a derogatory sexual remark (more or less asking if I wanted to let her 'perform'). It is clear this woman needs Mental Health to step in. Why is she being allowed to live on her own when she clearly isn't able to? She needs to be in a facility. It is heart wrenching to see the mentally ill being neglected and deprived of the therapy they so obviously need.
