This is a scam claiming to be US Grants. DO NOT give them money. Look it up on Google. I too have received numerous calls from 206-462-5294. YOU CAN DO SOMETHING ABOUT THIS. The Federal Communication Commission (FCC) can help you. http://www.fcc.gov/guides/unwanted-telephone-marketing-calls
I also asked numerous times to be removed from their call list. Of course they never did. They are extremely rude. The last episode resulted in them hanging up on me several times after I requested to speak to a supervisor. There are several things you can do to stop these idiots. I went to the FCC website and there is a wealth of information regarding your rights under the Telephone Consumer Protection Act. http://www.fcc.gov/guides/unwanted-telephone-marketing-calls One of which is they are required to provide an address to you when asked. Of course these b*****ds won't give it to you. You can also (very easily) add yourself to the "National do not call list". This used to be for home lines only but, now you can add cell numbers as well. You just need to call 888.382.1222 (also on the FCC website) or go to the website and do it online. After that you will need to wait 31 days to report them. Also telemarketers are not allowed to have pre-recorded messages or a delay longer than 2 seconds for a live person to answer. You can report these immediately by calling the same number 888.382.1222. I called and reported them. Lastly, I called my cell carrier to see if I could block the calls. I lucked out as Verizon is now offering free blocking for unwanted incoming calls (5 numbers for free). This will block incoming calls from that number to all of the lines on you account.

Fight back. This is unacceptable.
