When you answer or call back you are (1) verifying that yous is a 'live' number and are (2) providing them a new number to sell to 1000 other telemarketers. Selling phone numbers (lists) is big business & you don't want to make yourself more vulnerable to more callers who will sell to more telemarketers. By pressing anything, including the receiver or speaker on your phone or the 5 button on theirs does nothing but engage more callers. IGNORE the callers, report to FCC.
