Automated recording-extremely muffled. I believe it said her name was Julie Smith. Threatened to take action if I don't return the call. Called twice now in 2 hours.

These morons called 4 times today leaving messages (see below) I called back and a man with an Indian accent asked for my phone number. I refused to give it to him so he hung up. I called back and he started cursing at me really terrible things. Total IRS scam.
"Return the call. The issue at hand is extremely time sensitive. My officer Julie Smith from Internal Revenue Service and the hotline to my division is 202-241-9749. I repeat it's 202-241-9749. Don't disregard this message and do return the call before we take any action against you. Goodbye and take care."

Received an computer voice mail directing me to contact Julie Smith at the Internal Revenue Service immediately or action will be taken. The call back number provided is 202 241 9749. I called and a man named Tray Bell answered and said he was with the Internal Revenue Service IRS Investigations Department but told me to disregard the call when I asked several times whether or not he was with the IRS.

This is a scam. The way to get back at them is to block your number and call them back. Dial *67 then 202-241-9749. They have to answer the phone because they need to talk to people in order to scam them. Don't leave your name or personal info.
