Here's a comment from Jacob that works; Initially I ignored these phone calls but they kept calling back and then I answered the call and asking them to stop but they that didn't work. I searched around and found a comment from another site that suggested calling 866-246-7196. I called a couple of days ago and spoke to a person and asked of their do not call request service. They told me they provide this service for a small number of companies that want to minimize complaints and save time not calling people who don't want to be called. I gave them the caller's phone number and it was on their list so I gave them the receiving phone number to add to their do not call list and the calls did in fact stop so I wanted to pass this along.

This wise ass called selling alarm systems. Smart mouth when told about the do not call list.
Hopefully the FTC and FCC will track him down and prosecute

Scammers called my under age daughter's cell phone at 4:00 AM...when you call back they don't answer.
