I called LEVEL 3 VoIP and they gave me Abuse@Level3.com to email to get his service pulled.
Everyone call them and email them about this guy.

They are hoping you'll call back to find out who called them because they will either then put your number on a list with other confirmed active #'s ("suckers lists")and sell it to every scumbag scammer and spammer chomping at the bit for it, or they'll add charges to your bill for outrageous 900 number calls or both or worse. Don't fall for "if you'd like to be removed from our database, press..." either; that also confirms your number is assigned to a person and a legit target.
