There is no "111" exchange anywhere. It is a false number. The caller asks to speak to the company president by his first name only, trying to imply that they are personally acquainted. No dice.
This tactic is very like the boiler room salespeople from shady "we'll find you financing if you send us money" operations. In fact, I'm sure I've gone several rounds with this caller last year. Gets extremely rude after a few unsuccessful attempts to get through.
