The caller said to be from IRS legal dept. Left a message on home phone. I called back serval times and the line was busy.

This sounds bogus to me.

guy claims to be with IRS. left me a slightly threatening message about liens/levy etc. this post dated 5/22/2015

since when does IRS use cell phones? IRS contacts people via letters, not random phone calls.
