Live in Northern Virginia & received call on my VERY private cell this morning at 9:02 AM.
No message left, but per other websites reporting on this 302-995-8381 number, this is a phishing scam that just started this morning, November 7, 2013, where the scammers "offer to lower interest rates on your credit cards." Many people receiving this call have NO credit cards and NO outstanding debt, like me.
Just hang up, and report the phishing scam to the FTC (info below) so they can stop it. (NOTE: The Do Not Call registry can do nothing against scammers like this - the scammers just call random numbers and will not honor DNC lists.)
