These are scam artists. They have somehow gotten their hands on people's names that have taken out PayDay loans in the past. They claim the loan was not paid and try to get people to pay with a Credit or Debit card. They will not take checks because they have no legitimate mailing address.
They are calling in from another country. The Illinois States Attorney is aware of this scam but can do nothing because they are out of the country. They attempt to be intimidating and become rude. The local number is rerouted via an ISDN line. They change their number every week. They obviously have some success in bilking people as they are still in business.
