Recorded message from "Ann" offering to lower interest rates on credit cards.
As already noted, look-up of area code shows it does not exist ... phishing, scamming callers are apparently now using services that block or conceal actual number, making tracking them even harder. Maybe there should be more investigation of the companies that SELL false phone numbers ... doesn't take a rocket scientist to figure out who's actually getting rich.
