I received the same message an when I called the number back someone from another country an they answered... "The IRS how can I help you"...

This automated call alleged that after several attempts to contact me, the "IRS" was filing a lawsuit against me. No mail, no phone calls, no audits... Just a sudden lawsuit. It is illegal to impersonate a government agency.
