made threats of immediate arrest if I did not cooperate. when i nhung up, david cooper plainly told me i would be arrested that day.

Fraudster. If you answer, you get a recorded message about a collection action. Same drill as many have experienced with calls from the east coast. Indian trying to hide his accent, but too obvious. Calls himself Steve Martin! What a joke. Isn't it enough they want us to offshore our jobs, now they want to scam us as well!
