This number continues to call me multiple times a day..and says nothing!!! Please STOP!!!!!

This number started calling at 7:40 am and I was unhappy with him because of the time for one and for two you can't even sign up or change your policy until November 1 which I shared with the "guy" who called. When I got home from work I had 34 missed calls from that number. I believe this to be not just harassment but stalking. I called the number to no avail what can I do to have this person removed from his position? And to have him stop calling every 15 minutes?
