This may actually be a legit person's phone number they are spoofing - they just use random numbers from your area code in the call display to make you think it's a local call. Asian language recording which is making the rounds aimed at new immigrants unfamiliar with laws, rules, their rights, etc... it's an extortion / kidnapping scam.
