When you call a number with a blocked outgoing line, as you did when you used *67, you simply got a line that has all incoming blocked numbers blocked at the source, their phone carrier. Does not mean that the number is not in use. If you unblocked your line, you probably would have gotten through, but they'd have recorded/captured your number.

Robocall from telemarketer or scammer telling me that I just won a trip. I hung up at that point and added the number to my block list. Caller ID stated "Boston MA" as the name.
Attempted to call back, with the *67 prefix to block my number, lead to a dead line with nothing.
