I've eliminated most calls with a call blocking phone. However, I do answer them and I love to answer "Homicide, detective whoever." Usually I just hear a click.
On the serious side, the govt. "do not call" list is a joke. They don't care. We need to hammer the provider, in this case, Bell South. They should step up and when they get 10 complaints, they shut the number down....no warning, no questions asked. They will probably get 10 complaints within a day or so. Sooner or later, these scam callers will get tired of getting a new number every other day.
