It is a political call which starts once you call back and wait until after the busy/engage tone. Answering machine starts out and just keeps repeating itself.

This is a robodial call which plays a Windows "donk" sound when you answer and immediately hangs up.

If I had my guess, it's deliberate to find out what number is live and whether a human answers it. Alternatively, it could be a trap to get people to call them and so avoid being fined by the FCC.
