These guys are trying to scam you under the premise that your "google places" listing is not fully verified. They are very loosely affiliated with Google--if at all--and are trying to scam you for SEO services. If you need to better your SEO find a reputable company to help you out because these guys are scamming everyone with the premise that your places page isn't verified.
