Out of no where this number starts appearing on my phone 4-6 times a day. I do not owe anything to anyone, and have not been turned to a debt collector. Why do they keep calling? I'm on the DNC list. Why won't it block them?

This person is calling a kid's phone about Tax Reduction. The kid is getting several calls a day from this idiot. I have to pay for those minutes and I'm getting sick of people like this.
