Calls for person not at the number called, but behaves more like a telemarketer or researcher/pollster than someone inadvertently making a wrongly-dialed call.
Call me to senior who has been recently barraged with calls from bogus window installation company seeking to get commitments from seniors in a specific region.

This company has Canada wide branches and will call with several numbers with different area codes (514/905/506 etc.).
They handle (Among others) Quebec SQ (Surete du Quebec) Highway traffic act tickets. If you're not from Quebec don't bother, after 6 to 10 yrs they are written off under their creditors collection limitation period which is essentially a statute of limitations on debts in Quebec. As they are Quebec judgements that aren't enforceable in other provinces....
