Received telemarketing spam call: Public Utility Saver Program, PG&E is raising rates, See if you qualify for rebates on energy saving etc. This is the same recorded call that I have received from other phone numbers

This is a telemarketing recording on home energy from a company that is using SMUD and PG&E rebates as the catch to talk to those called. I too am on every Do-Not-Call list.
