call from this number indicated that I was being investigated by the IRS and to call 315-307-3184
that number is out of service...I assume it is either a prank or someone out to get money.

Phony call asserting that IRS is FILING LAWSUITS against me. Message gives callback number as 202-618-1984. I suspect this is the group that the news recently identified as a fraudulent entity that tries to get you to pay phony IRS agent to squash those "lawsuits".
