Regardless of who is the originator of the call, there's a fairly simple way to avoid the harassment. Don't answer the call but save it to a contact named Spam. Now I have a simple phone but it allows 4 numbers to be associated with the contact. So when you fill Spam's numbers, just name another contact Spam2 and so on. At least, if they call using the same number, caller id will let you know that it's a unimportant call and you can ignore it and you'll waste no more time with the caller than the time to look at your phone. Works for me.
