Choice One Communication is now owned by Earthlink Business. I believe they are unaware of the tactics used where there is no opt out. I did speak to Kay in the business office and am waiting for a return call from her supervisor. This number has been calling me day and night for a week, it might be time for the FTC to do something about it.
