As Mike reported, caller indicated the IRS is filing suit against me.

I got this message twice today: one at 8;53 AM which I answered and another at 10:06 AM which I let go to my answering machine. The only difference in the message as reported by everyone else is the phone number to return the call to is a California number 415-251-8890. I do not plan on calling back, and I will report it as recommended in some of the replies.

I get text voice mails and this came in on a phone that I have never told anyone about (but it's out there....
"Is extremely time sensitive. My officer Julie Smith from Internal Revenue Service and the hotline to my division is 2025069967. I repeat it's 2025069967. Don't disregard this message and do return the call before we take any legal allegation against you. Goodbye and take care."

DUH! The IRS contacts people they want to take action against by mail, not by leaving a voicemail message.
