Where did this out of state corporation get my identity & phone number?

Since this is a competitor with Comcast, why did Comcast Phone 'sell" this identifier & number to a competing Phone Service Provider?

Calling two times per week, usually Wednesday, and then Thursday, around 8 a.m. Eastern Time (against regulations.)
