Got Call from this number today. On answering - no one spoke on the other side. I did a little research online - lots of people have the same experience with this number - when answered, no one speaks at the other end. As per WHITEPAGES.COM , this number belongs to : Peerless Network landline from New York, NY

They kept calling, and calling and calling at all hours of the day and night. The number is owned by the Peerless Network. Call 888-380-2721 (toll free) and go to menu 6 and they asked for you to leave a message to be placed on their do no call list. Just did it, not sure of the results. Good luck!
