The first part of the message was cut off, therefore I can confirm that this was a recording. Doing a google search on the number identifies many recipients of calls from this same person with the same story making the likeliness of legitimacy slim to none.

these numbers seem like they are local numbers and i dont know how they get my number. my number is private ans they need not to call me and harassing me.
