This was a scam, pretending to be from a bank offering a lower rate because I'd been reliable about payments.
They just needed a bit more info to "confirm my identity", which included my card number starting from the 5th digit.
The first 4 digits pretty much just indicate a bit of info about the bank, so they'd be getting the entire number.
I provided the card expiration date before I realized what was going on; hopefully that wasn't enough to be of use to them.
Calling the bank now....
