They use a common us name they all have far accent.

Fake IRS scam.
On my answering machine: "...hotline (202) 509-0711. The issue is very time sensitive so before IRS takes legal action against your name call IRS as soon as possible."
Scammer. The IRS doesn't notify legal action by Robo-call and they don't know my name in the threat.
