When I'm not home they don't leave a message (which is good), but the times I do answer there is no one there. Why are they allowed to do this?

Elected officials 'cause they will not pas laws ruqurring caller ids on all callers, telecommunications 'cause allowing outbound calls only stopping public from returning callls and jamming caller lines, telemarketers for promoting such practices.
