caller claimed to be from the IRS and stated that I would be arrested today for tax address fraud (whatever that means) unless I paid them a settlement of $1900.
The problem with these scams is that they call repeatedly in the same day until you finally answer the phone and speak to them. It is the only way to get them to stop. I had it happen a month ago with a different phone number and a very aggressive guy.
The IRS website will advise you of these scams and clearly states that they do not contact taxpayers this way or use these tactics.

After threats that I would be arrested for unpaid 2010 and 2011 taxes, I finally got mad and let the lady know that I have been audited by the IRS and I know EXACTLY how an audit works and she was not the authority for it. (just so you know, the IRS will not call you...they will only send you letters).
Also, she said that the IRS has passed my info to the US Dept of Treasury to handle the case. ha ha ha!
She said that within 30 minutes of disconnecting the line, officers would show up at my door to arrest me for outstanding warrants. Geeze!
I asked to speak to her supervisor, she said she was it. I asked to speak to her boss, she refused. I finally yelled at her that she cannot call and threaten me for things I have not done... 2010 and 2011 taxes are correct.
