I received the same message, telling me that the IRS has filed a lawsuit against me and telling me that I should call this number for more information about this "case file". No case file number given. When I called, I immediately got the auto message that "the person you are trying to contact is not available. Please leave a message".

SPAM Robo Call - I just got this message on our answering machine. "We are calling you to officially notify you that the IRS, Internal Rev. Service, is suing you for your back taxes. To review this case please call 206-317-1701, I repeat, 206-317-1701. Thank You." When I called the number back "No one is available to take this call, please leave your message". I work for the Federal Government and that was definitely not any system we would ever use.
